GOVERNANCE: THE GRASSROOTS’ MUST BE RESPONSIBLE
Times
without number the lack of understanding of governance and hierarchy make us
leave the government closer to us unaccountable. Going forward, the Local
Government Authorities must not be allowed to remain behind the scenes hence
lose their importance in this country. Since constitutional powers to govern
the affairs of their immediate localities rest on them, it is probably time we
cut the Federal Government some slack and hold the powers at every level accountable,
most especially Local Government Authority (LGA) to know what becomes of the
35% benefit allocated to them from the new Value Added Tax (VAT) rate (with
effect from February 1, 2020).
The
sharing formula of the new Value Added Tax (VAT) out of 100%, the federal
government takes only 15%, while the Local Government Authority receives 35%
and the state government goes with 50%.
It is
high time we monitored the LGA compliance with the rules described in the
financial regulations governing cash receipts.
We cannot
continue without rural electricity, as if we are in the dark ages, now that the
LGAs get a whole 35% from the VAT revenue; street lights electrification
project must commence and be completed within a reasonable time frame, we are
also entitled to portable healthy drinking water for the communities.
What
stops the LGAs from sponsoring WAEC, NECO, JAMB and undergraduate registrations
without secret token to encourage communal education.
I will
not forget the roads to our communities and farm paths that need construction,
repairs and maintenance. Enough of youth’s communal road maintenances
There is
no excuse for failure to adhere to the new minimum wage implementation, either
as short changing or delaying the payment of local government workers.
The
localization of the government is considered a unique phenomenon in Nigeria
despite the formation of the State Government. The LGA must be accountable and
liable for her actions. It is necessary to ensure that local government
officials do not lose touch with their people and should adopt management
skills extremely effective in democratic systems.
