THE CONSTITUTIONAL AMENDMENT THAT WILL IMPROVE THE FACE NIGERIA DEMOCRACY
Upon
reading the Nigerian constitution, one realizes that the President is
overburdened without adequate support from his Vice President based on their
constitutional roles.
A
review of the constitutional powers accorded Nigeria’s Vice President who is
the second-in-command as elected alongside the President in national elections
indicate that they are often rendered as “spare tyres”. These executive
functions currently include; participation in all cabinet meetings, membership
in the National Security Council, the National Defence Council, Federal
Executive Council, and the Chairman of National Economic Council. These functions are still limited due to the
President’s relatively humongous powers as accorded by the constitution.
It
is a prerogative, now more than never that the Nigerian national assembly
attends to the review of the 1999 constitution as a life wire for the purpose
of good governance. The review should grow beyond media publications, “the
56-member constitution review committee saddled with the responsibilities
should painstakingly look into the existing constitution and then give
Nigerians a new amended constitution that would stand the test of time for
every level of governance.
Going
forward, I would want the national assembly to look into adding more
independent statutory functional roles to the office of the vice president to
compliment the impact of the presidency. One of such should be that the national
budget bill should be signed by the chairman of the National Economic Council
in person of the vice president. The office of the vice president could be
saddled with the responsibility of the Nigeria Police Council, Police Service
Commission and Revenue Mobilization Allocation and Fiscal Commission
In
all these, the office of the vice president should be empowered by the
constitution in order to share some of the huge responsibility of the President
in order that we might benefit more as a people. The times when Vice Presidents
just tag along should be a thing of the past. We should be able to feel their
contributions in various spheres of the society and the economy.
